- The user is obliged to seek permission from and inform the provider before conducting any research, development, or commercial activities related to the utilization of genetic resources and associated traditional knowledge.
- The user should establish cooperation with the provider’s research institutions, register with the relevant authorities, negotiate an ABS agreement, and obtain the necessary licenses or permissions.
- The user is also responsible for sharing any benefits derived from the utilization of genetic resources and associated traditional knowledge with the provider.
- Any user seeking access to genetic resources and/or associated traditional knowledge must submit an application to the national contact point/ABS Authority along with the relevant documents.
- The user obtains Prior Informed Consent (PIC) from the provider, facilitated by the national contact point/ABS Authority through Internationally Recognized Certificates of Compliance (IRCCs).
- The user then conducts research and development and/or engages in commercial activities based on the terms agreed upon with the provider.
- The user may benefit from research and development activities and commercial products, and must share the resulting benefits with the provider in accordance with the terms of the ABS agreement.

The handbook serves as a guide that provides information on Access and Benefit-Sharing (ABS) to help both users and providers understand and comply with the requirements of the Nagoya Protocol. It offers a framework for users and providers of genetic resources to collaborate throughout the ABS process, ensuring fair and equitable benefit-sharing. This includes participating in and making decisions during ABS negotiations, as well as implementing agreements related to access and the agreed use of genetic resources and associated traditional knowledge. The handbook is also applicable to activities involving genetic resources and associated traditional knowledge, including those undertaken prior to access, for academic research, research and development for commercial purposes, and commercialization.
